PROJECT

The developmental strategies implemented by the Province of Avellino, foster the municipality of Ariano for the highly qualified training offer of the Educational Centre of Excellence for Hospitality and Agri-Food, due to the presence of widespread productive settlements in the development area of the municipal territory and neighbouring towns linked to an essentially agricultural vocation. The agri-food chain is a resource of the territories included in the so-called Città dell’Arianese, which aims, through certifications, to balanced rural development through innovation in the sector. Food and wine tourism strengthening is, therefore, one of the instruments of economic development that finds support in a wide range of local, agricultural, and processed products. From this emerges the need for professionals who are able to enhance and promote this reality. The competition arises from these premises contained in the agreement between the Province of Avellino and the Municipality of Ariano Irpino, which has chosen to take advantage of the scientific and methodological support of the IUAV University of Venice, through an agreement that identifies Fernanda De Maio as the scientific director of the project.

FACILITY DESIGN GUIDELINES
Architectural Objectives

The Municipality, by the design competition aims to further enhance Ariano’s squares system, taking the opportunity to redesign the volumes looking on Piazza San Francesco, as to be social gathering places connected with other squares of the city and to strengthen all public functions generally taking place in Via D’Afflitto - occasionally or predominantly in daylight hours, and also on holidays - by designing a structure that expands the open space over the road, possibly covered or semi covered. The current difference in altitude between Piazza San Francesco and Via D'Afflitto, shall be used as an opportunity to reorganize public spaces, not forgetting the need to reconstruct a system of paths and connections between the two main roads.

Functional, management and maintenance objectives

The designed spaces must be fully and easily accessible and usable by not only students, teachers, school staff and families, but by the public who can make use of the structure in the school closing times for activities open to the community. The environments must be designed according to criteria of simplicity and rationality of use, with immediate identification of functions and paths. Precisely, the project must provide appropriate solutions for overcoming architectural barriers by people with reduced or impaired motor skills and weak user segments such as the elderly.

 

Socio – Urban objectives

The new project cannot fail to consider the urban context it is embedded in, and the history that the place evokes, especially for the bond and shared memories that bind the citizens to the old complex. The design of the new building will therefore have to take account of the historical and cultural values that the complex has represented, and still represents for the entire community, reaching the objective of transferring such acquired and consolidated inheritance to the nascent structure.

Environmental sustainability objectives

Planning and design of the intervention must be addressed with an approach that allows to evaluate the effects and minimize all impacts on the area and on the activities taking place within the surrounding urban area, given the strategic location of the complex. It is thus important to take full account of the constructive methodologies during the intervention implementation and to identify the most appropriate mitigation measures, so to avoid possible impacts on the environmental equilibrium in a sensitive urban area.

PROMOTING AUTHORITY

The Municipality of Ariano Irpino, by its statute, and in conjunction with other Local Authorities, undertakes and encourages initiatives that foster the development and enhancement of Southern Italy (Mezzogiorno), Campania Region and Irpina Province; promotes the local production system and a vocational training appropriate to the rapid evolution of such a production system. In December 2015, it undertakes to realize an educational center of excellence for hospitality and agri-food in the area of the former Hotel Giorgione.

The IUAV University of Venice is an Italian state-supported university founded in 1926. It offers programmes in Architecture, Design, Theatre, Fashion Design, Visual Arts, Urban and Territory/Environmental Planning.  

PROPONENT

In November 2015, the Province of Avellino determines the establishment of Educational centres of Excellence (Poli formativi scolastici di eccellenza), dictating the guidelines on an integrated training offer to meet the need for high professional skills supporting the main productive sectors of the territory, and commits itself to finance the Educational Centre of excellence of Città dell’Arianese.
